South Coast AQMD Rules and Incentives for Space Heating and Water Heating

On June 6, 2025, the South Coast AQMD Governing Board voted 7 to 5 not to approve Proposed Amended Rules 1111 and 1121. To view the public hearing, click here.

Since the rule amendments did not pass, the previously amended rule language remains in effect: 

  • Rule 1111 - Reduction of NOs Emissions from Natural-Gas-Fired, Fan-Type Central Furnaces (Amended September 1, 2023)
  • Rule 1121 - Control of Nitrogen Oxides from Residential Type, Natural-Gas-Fired Water Heaters (Amended September 3, 2004)

Previous Meetings

Staff revised the rule concept after receiving numerous comments from stakeholders. A public Working Group Meeting was held on February 13, 2025, and a Public Consultation was held on March 6, 2025, to describe the changes to the rule language.

The 2022 Air Quality Management Plan, adopted in December 2022, includes control measures for the industrial, commercial, and residential sectors that are based on accelerated deployment of the cleanest possible technologies available.

South Coast AQMD will take both regulatory and incentive approaches for zero-NOx emission implementation for space heating, water heating, and other appliances for residential and commercial buildings. This page is designed to provide, general information and direct links to zero-emission building appliances implementation.
